A seed bank quoting 100 percent germination is either very new or not being honest. Even fresh, well stored seeds fail occasionally, and older stock can drop to 70 percent or worse. The vendor reviews collected at https://potentthcseeds.com include user reported germination numbers by batch, which tells you more than any guarantee on the checkout page. I have had the best results with paper towel followed by a plug, but plenty of people swear by dropping seeds straight into soil.
